I think both of these questions have been answered multiple times if you search the forum records (after all, there's the
nifty search function ^_^.)  However, one more time...

Anime Shop Pocket updates every 1-2 monthes and instead of being first come, first serve, they hold a lottery to see who gets each of their cels.  Everyone finds out what they got and sends a money order (many send in groups.)  Pocket doesn't want many more new customers, so they decided to only make their URL available to their past customers (and some of their friends.)  They explicitly stated they don't want the URL made public, via mailing lists, bulletin boards, link pages or whatever.

Anime World Star is a shop in Japan which sells cels.  However, the only way you can get their cels is to go to Japan or have someone in Japan visit them or order them for you.  They will only sell foreign citizens cels in bulk from select series.  Their page is linked from The Internet Guide to Anime Cels.
