I've ordered from Anime World Star before and got fantastic cels,
but I paid more than the average lot for them.  
As far as junk cels go, if you look at Miki's Junk Jungle you
will see the type of cels that they will send you for their 
average quoted price, which is mostly grade C or D cels with an
occasional A or B.  
However, if you offer them more money after their initial quote
they will offer you better cels, which I got, which were mostly 
grade A or B cels.
