I don't know where you find cel paints but hear that most 
people have no trouble with acrylic.  Your cel looks like
it came out pretty well.  Anyways, I was just wondering 
if you inked the cel on the top or on the bottom underneath the paint? Cuz I am hoping to try my hand a fan cel art also.  I have to paint for myself Escaflowne cels of Naria
because you can't find them and if you could the would be way too expensive for me to buy.  Then maybe a Parn cel would be nice.  And then.... (ok I am getting ahead of myself  he he  :)
