I order from Pocket every update and I find that I get about half of the lottery cels. Last update was the most I ever requested (5) and I won two. I only requested so many because I wanted all of the Achika cels :). I think most people are having problems with the Sailor moon cels. From what I can gather (I don't collect them), those cels seem to be in the most demand. I collect series like X, Lodoss, and Tenchi and don't have the same trouble. That's just my experience though.
