Yes!!! I e-mailed them a few days ago about it. 
They would just PREFER to have
no new costomers at the present time, but they
will not refuse anybody who does order.

I got the URL from a friend, but it's not that
easy to order. I'd need to go in with someone, but I really
don't know alot of cel collectors yet as I've only
been collecting for a short time.

The cel ( or cels ) I want are not marked NEW so it doesn't
count for the lottery from what I understand.
