I don't know if there is a time frame that studios follow to release their cels, but I'd assume it is at least after the TV series has finished broadcasting. Like Keys mentioned, there are times when the studios cannot release their cels due to contractual reasons, and whatever cels that are available were either pilfered, given away as prizes, or from people who have contacts with the studio. ---Trebuchet |
