The sticky stuff is probably tape residue, from when the cel
was taped to the background.
If you don't mind it, just leave it alone, otherwise you can
try removing it with some gentle solvent, but don't let it get
near the paint or the registration numbers.
Personally I like to leave my cels as they are, because to me
it's like they still have a part of the production process
alive in them... A corny cliche, I know, but, this is my
prefernce... |
