Cels are often getting stuck to paper backing (I take it you
mean the painted back of the cel...rarely I see cels where
paper is stuck to the front).  I wouldn't tell anyone to 
remove the paper, because this may damage the cel by taking
off paint with it.  You could get professional help but that
could cost more than the cel itself.  Many people remove the
paper themselves (use this forum's search at the bottom of the
page and search for "stuck" or "pencil sketch" (as that's what
they've often become stuck to) and other related words for
techniques).  However, if you choose this route, do so at your
own risk!!  People have claimed that as a cel ages, the paint 
constricts, so being stuck to anything will cause it to crack.  
I have seen something like this happen...however, cracking 10 
years down the road isn't as bad as ripping paint of now, don't 
you think?  So, once again, the decision to remove the paper is
up to you.

As for cel bags, I recommend mylar.  While polypropylene in it's
pure state is perfectly harmless, often times it's mixed with some
nasty cel-unfriendly stuff when made into bags.  I know Usagi's House
sells cel bags.  Also, a couple people have offered them up on the 
forum.  I believe both types have been offered.
