hi everyone!

I have a question about how to clean a cel, if you even can... I have this cute 2 layer cel, but all around it (on the non-painted parts) are these dust marks, it looks like a
ton of little dirt splatters hit it.  The marks are between
the two layers and I tried using a soft cloth and some water
to get rid of them, but that didn't work.  Any other ideas?
It looks as if I could get the marks off, but I'm not sure
what I should attempt with this thing.
