It's Natsume. Natsume wears the outfit in the two fight scenes between Natsume & her sister facing off against Akane and Ranma-chan in the tendo dojo. One fight scene appears in each episode of the 2-part OVA. Elsewhere in the OVA, Natsume wears the more modest outfit shown in Ranma-96 on Animanga.
