I got a cel from Anime Vega a while back that had just a black pieces of 
paper as a background; it even had the registration holes in it.

Then I got some other cels from other dealers (mostly AIC and Takahashis) 
that came with a plain white piece of paper with registration holes.

The black one I really don't understand it's purpose, but the 
white seems to be a spare piece of drawing paper that was just 
put behind the cel by the studio to prevent the cels from sticking 
together.
