Call this company called ITOYA the can direct you to a store or you can order them.
The number is 1(310) 539-2100. The art portfolio comes 14"x17" or 11"x14" and other sizes.
I use the 11"x14" for most of my cels adn the 14"x17" the larger Background cels.
I have not found any thing larger as of yet.
