  Unlike many other animes, EVA is sponsored and licensed 
by "many" companies/investors like Sega and Bandai...etc, 
Gainax has to get permissions from all those companies
first if they want to release the cels to the public.
If one of them doesn't agree, Gainax cannot sell any
EVA cels.  So instead, they made some reproduction
cels to satisfy the fans.  The licensing and copyright
problems can get very complicated when too many companies
involved, as it is in this situation.  There are a few
other animes that have similar situations too, but those
animes weren't popular among fans anyway, so hardly any
one care, but for EVA, almost every anime fan knows
about this popular show.
