I beg to differ on Urushihara's writing ability. Have you 
ever read "Chirality"?  It was never animated.  a few pin up
 cels are from the series though. Plastic Little's manga 
was well-told in my opinion. Though the anime lacked..it 
suffered the problem of Gunnm as a film..too much was 
smushed together.   Not all films are deep films commenitng
 on social issues or whatever.  Plastic Little was fun!  So 
was "Speed" but most people liked that film.  Not every 
film is an Akira or a Wings...and Urushihara reserved his
 deep storytelling to his manga...
