Well, there is no doubt that the computer ink & paint
softwares are going to replace the traditional cels 
eventually, but it will take at least 10 more years to
phase out totally.  Reason is there are many smaller
anime studios cannot afford to buy these hardwares and
softwares yet.  So far, mainly the bigger studios like
Toei, Studio Ghibli, Gonzo...etc. have these
equipments.  Plus it takes time to train these 
traditional artists and cel painters to adapt this
new-age computer process.  If some old artists cannot
adapt this new process, they are going to lose the jobs.
This anime production industry is going to change gradually,
but not immediately.  You will continue to see cels in
the next few years, it's not going away that quickly yet.
But if you want cels from certain animes like Blue Submarine
Aono 6, you simply won't able to find cels from this OVA
series because everything is done on computer.  All the
newest series by Toei are also done on computers.  Same 
thing to Studio Ghibli, about 101001516040f Mononoke Hime is done
on computers, its current project, My Neighbors the Yamadas
is entirely done on computers.  Plus A lot of people have been
asking for cels from certain video games, the fact is
many recent games' cut scenes are also done on computers.
And for people who don't know, Disney has already went to
full computer process several years ago.  After Little
Mermaid, all the recent films are all on computers.  
About Square's Final Fantasy movie, they actually changed
the plan of mixing some live-action scenes together, so
about 75 1s CG, the 25 873s live-action.  That's one of
the reasons that it pushes back to 2001; otherwise, the
movie should release next year.
