I have only seen 3 Phantom Quest Corp. cels ever.  I have 2
and I saw one at House of Anime here http://www.houseofanime.com/cels/miscell.htm
at the bottom of the page.  
I think that the cels must've been released right after the
series ended and they quickly sold.
