Yes, I have seen quite a lot of Gowkaiser cels before, 
mainly among Japanese dealers and collectors.
Since it's not a popular anime in North America, 
that's why most foreign dealers don't carry cels 
from this anime as many as Fatal Fury.  I have seen a few
US dealers carried some before, like NinjaDeath Graphics
and Anime Link.
