  The owner simply goes to the anime stores over there and
buy cels, then resell them to the customers like us.  
He doesn't usually go for the high quality and rarer 
cels because they're expensive even though he has the 
choices.  Plus unlike many other cel dealers, 
he won't go to hunt down the cels from various collectors 
and anime studios.
