Sorry, I do not have your cel.  However, Decision by Lottery
is explained on the Pocket home page (wherever it says the 
status of Decision by Lottery, click on that and it's a link
to the explanation.)  I think basically Pocket waits a day or
two until everyone has decided what they would like to order
and then he picks a name at random for each cel or something
like that.  I'm guessing he is trying to do this to be fair
because I think it would be a lot of extra work for him to 
tabulate all the orders, pick names, and then figure out 
everyone's lottery order and mail it back.
