Eva is supported by so many sponsors and investors, 
such as Sega and Bandai...etc.  If one of them says a word 
of not releasing the cels to the market, Gainax cannot do 
anything about it.  Gainax used to release all their cels 
before, but in this situation, it's different.
Like many other industries, there are a lot of business
politics to deal with.  The studios would like to make some
quick bucks by releasing the cels to the market, but if 
the big guys say no, the studios have to listen.
