Hello!
I'm a newbie to the cel world too, and as I was flipping through this board, I was amazed!  Don't do this to your cel, don't do that to your cel, and WTF DID U JUST DO TO YOUR CEL?!

Well, I bought a $30 Sailor Moon cel of my fav character...  Well, my mom bought it, but that's not the point.  So since I'm pretty broke, I took a walk to Ames (a cheap department store) to look for something suitable... You know those clear box frames?  They're a clear box with the back missing, and then a cardboard box that fits in.  The order goes plastic >> item >> cardboard.  You've probably seen them around.

So anyway, I bought an over sized one and brought it home.  After my un-professional, impatient removal of the drawing from the cel (took about 30 seconds, small rip but not noticable), I put it in with the main section of the drawing in the background and the actual cel in the foreground (it's an off-center cel).  It looks fantastic.

Now I've never heard of this paranoia cel keeping, so I've left it laying about (I have a tendency to take it off the wall to show it to people, then leave it in assorted places around the house - including a WINDOW BOX) many times...  It's been in the sun countless times, but it's still in mint condition.  Do I have a super-cel??

Just thought I'd share my (limited) experience and framing idea :)
