Hi
It looked to me like it was really well done Fan Art.
If you looked at his other auctions, he also had a cel of Rei
from Evangelion that was the same as the Kenshin cels. So
he isn't ust limited to one series. And if you read the 
postings above about it some people did email him and he 
seemed nice about it and told them that an Animator who 
worked on the kenshin series made them for him. Aparently
the same animator also knew a thng or two about drawing 
Evangelion as well. Either way the cels are very well done, 
but they AREN'T production.
