Agree with much of what was said in other replies.
Comic book collectors archive their comics in sleeves
made from polypropylene or mylar with a buffer board
(acid free cardboard) stuck in the bag with the
comic.  Various other plastics, but especially PVC,
are considered undesirable, including those used in
making the insert pages used in a lot of the expensive
leather portfolios (remember they are not intended for
long term storage, but for presentation purposes).
The ITOYA Presentation/ Display Book ART Profolio s are great
for cel storage. Two models will hold cels:
No. 1A-12-11 (11" x 14"sleeves) $12.90 at my local arts supply store
No. 1A-12-14 (14" x 17"sleeves) $23.90  (larger one is better)
