Correct, the cel for sale at Mangaya is of Misaki. Misaki is the mother of Aeka and Sasami. The cel is from the 2nd OVA Series (I think it was episode 13). She's a rather eccentric and funny character. Misaki looks similar to Tsunami, which is understandable since they are related. Mangaya even originally mislabeled the cel as Tsunami.
