If you want to buy anime cels in AX, 
yes, there are many cel dealers carrying cels.  Be sure
to bring a lot of money :)  Moreover, you need to make
your decision quick; otherwise, the stuff that you want
to buy can be sold very quickly.  It is especially true for
cels, if you see the cels that you want, grab them right
away or they will be sold to someone else within minutes.
Most of the activities like dealer room, panels and gallery 
will take place in the hotel.  The video rooms, 
opening/closing ceremony and marsquerade will take 
place in the convention center because it has more seatings.  
The hotel and convention center is just across the street.
