Never put a cel directly over another one without at least
a sheet of paper between them : if you do, you can be
nearly sure that they will stick together...

Also, don't put something too heavy over the cels (or
don't make to big a stack). To store them, just keep
them in their plastic bag if they have one. You can
then put it in a binder, using plastic jacket. If
the isn't in its own plastic bag, I prefer to put at
least a sheet of paper even if I put it a plastic jacket :
if it sticks a little bit to the paper, that's much
easier to remove than if it sticks to the jacket..
