I talked to the seller.  If anyone here wants a copy of his 
reply to me, please let me know and I'll forward it to you.
By his email, I can't really tell if they are production cels used 
in the actual anime or model cels, though he says that they are
production cels.  But the seller is very nice and if anyone wants to
talk to him, he will give a prompt reply. He is not Japanese, though
he is Asian and he really is not too familiar with anime and is only
an investor.
