Japanese collectors always have the first hands to choose
the high quality cels since anime cels are originate from
Japan. Anime cels are getting expensive in Japan, but
still, they're more cheaper than what the foreign dealers
are selling. Of course, foreign dealers have to make
another layer of profits, as well as covering their
travelling fees to bring back the cels from Japan.
Anyway, if you live in Japan and has good connection, I'm
sure you can get quite a lot of high quality and good
priced anime cels like the Japanese collectors too.
