I have also had one cel signed, and I'm pretty sure
that he used a paint marker or a sharpie - don't remember 
which - and it hasn't damaged the cel at all.  I do think 
that it took a while to dry; you just have to be careful 
with it.  I've had a lot of stuff signed, including 
trading cards, books, photos, etc., and they usually 
use either sharpies or paint pens depending, I think, 
on which shows up best on the item being signed.  And 
the only problem I've ever had with any signed item 
was smudging because I didn't give it enough time to dry.
