I have a related question - I have heard all sorts of 
explanations on why a cel number is circled... that its a
key cel, that a main animator had to "approve" it, etc. etc.

Does anyone know what it really means if a cel sequence 
number is circled, does it differ from studio to studio, or 
is all just individual theories?
