I thought this question had been answered before on the forum
(check archives everyone!) so I only emailed Ryouko, however,
since there appears to be more interest:

I believe characters that appear next to the "A" in that
image say "tome" and mean that the cel is 'held.'  Basically,
this is animated with the normal frames per second, it often
appears on the screen for several seconds (if you find your
cel in the anime, you can check it out for yourself).  Not
surprisingly, her cel is also "A1 E" (the first (A1) and last
(E or End) cel in the sequence).  Needless to say, a lot of
my Violinist of Hameln cels have a similar marking -_-;
