well, here's how i organize my book (i've only got one at the moment):
1.  at the front of the book i put characters that i only
have a single cel of, and that i'm not planning to get more
of.  i leave a few pages blank just in case i get more.
2.  after these pages, i put the cels of my favorite/major character
in more or less chronological order of when i bought them. (or, if i were
feeling frisky, i'd arrange them in the order they appeared in the anime ^-^)
since they're at the end, there's plenty of room for new ones.
that's just how i do it.  of course, if you don't focus on a single
character, this doesn't help you very much, but c'est la vie.
