First, you probably have to look at a different name,
Yotoden instead of Wrath of the Ninja. Yotoden is the
original Japanese title, Wrath of the Ninja is the English
adapted title.
The cels from Yotoden are hard to find are mainly because
the show is from the mid 80s which are like 15 years ago.
For an old show like this, cels are simply hard to find.
I know ED Noonchester Artwork and Anime Link have some cels
from it, you can look up their contact information at
the Internet Guide to Anime Cels.
