Eric, 

You do not need to buy the IPMO in increments of 70.00 - you
can purchase them for the amount of the cel. It is when you
send a letter registered mail to France that it can not be
insured for over (I believe) 70.00. Keep in mind, however,
that if this letter were to become lost in the mail and you
had to go and file a claim on the lost money order they will
give you a hard time about purchasing a postal money order
for Japan and sending it to France. I would definately suggest sending it by registered mail, because it is less
likely to become lost. 

But the money order itself does not need to be in amounts
under 70.00 - it will be replaced regardless of the dollar
amount if it is lost in the mail. This way you don't have to 
spend 3.00 per money order to get to the amount of the cel
you purchased. If anything happens to it though, PLAY DUMB
about the fact that it went to a country other then where
it is supposed to go. They will give you a hard time about it.
