If you live outside of Japan, you cannot buy the cels on
the website, those are only for Japanese collectors. They
only sell cels to the foreigners in massive quantities, like
a box of Dragonball GT cels that you cannot choose. Unless
you know a friend in Japan, then he/she can help you to buy
the ones listing on the website.
