I agree, I think that's pretty much what's going on here.  
I think he's had quite a few folks back out on him and I 
think, judging from the cels that show up on his page, that 
the situation has tied up a lot of his money in cels...so I 
think he's trying to avoid any more back-outs.  Whenever I 
ask about a cel, I send him a picture and price range...and 
I have absolutely adored everything he's ever gotten for me 
(most of which is on my rayearth page)!
