Well, its not the Brolly ova (you know what I mean), since
he was wearing blue wristbands. That dates the cel to the Majin
Vegeta era during the tournament, probably, before Vegeta allows himself to be possess
by Babidi.
As for the Piccolo, the cel is too generic to pinpoint exactly (but, hey, that's
part of the fun owning a cel...pausing the VCR and saying I own that little bit
of that episode).
