A Hanken Mono cel is a very special cel, it's definately not
fanart! They are cels that are used for merchandise or other
related promotional items.  All the images that are on the 
LD, Video or DVD covers are cels.  As well as ads you see
in Newtype, Animage etc.  They can be from artbooks, trading
cards or just about anything else that requires an anime 
image like calenders, get the picture here. They are images
created for promotional purposes in general and are still
considered production art, even though they don't appear
anywhere in their respective shows.

Each Hanken cel is one of a kind, and are very high quality
cels. They will almost always be hand inked and expensive!

The image of  Gin Rei below is a hanken cel I own.  As far as I know it was used as art in an LD insert, a special trading card and appeared in the Giant Robo art book.
