I agree. . . No matter what the collectible is, it's a bad
idea to use collectibles as investments of any kind. Inevitably,
you wind up with things you're trying to sell that don't go
for as much as you paid for them, even if people are interested.

But if you want an opinion on the original question. . . I
think: While a show like Sailor Moon has wide popularity,
and lots of cels, the art isn't always right up there. (And
keep in mind that popularity goes in and out too quickly to
mean an awful lot.) I've never seen a cel from the other
show to know, but it seems that sometimes the shorter shows,
OAVs and movies, have better quality cels. (They take more
time because they don't have to churn the cels out so quickly?
Who knows. . .)

The best balance would be to find cels from a show that is
decently well-known/liked and which *also* has quality art
to the cels. The kind of cels that - even if someone may not
have seen the show, they know about it and "wow, isn't that
cel gorgeous". Some shows whose cels have tempted me in this
way are: X, Key the Metal Idol, Miukichan in Wonderland, and
Lodoss. However, it's also important to note that they've
never tempted me enough to actually get one, only enough to
still actively look for them.
