I honestly don't think that this is the case.
Most sellers want to make sure that your cels arrive safely.
The thing is that some just have too much faith in our postal
system and are clueless about what really goes on in transit. 
 
I have seen cels that are packed between two too thin cardboard 
pieces and when the cels arrive the edges are all bent.
I have seen cels packed between standard corrogated cardboard
with no 'do not bend' on the outside and the package arrives 
with a bend down the center.
I have seen cels packed in seemingly stiff cardboard boxes, but 
because there is no support inside, the boxes arrive crushed and
caved in.
I have seen cels shipped between several pieces of cardboard 
that was too short, so another piece was taped on and the tape
got jarred loose,so the whole thing came apart.

Then there are the cels that half drowned, but that's another story.

There are lots of horror stories; I don't think anything is 
truely foolproof; except the one dealer that ships the cels between
two pieces of wood in a plastic bag; but termites maybe?!  :) :) :)
