Actualy, most studio use a standard set of several
hundred colors. Not all of them are used in an anime
but they pick those needed. (They aren't mixing colors
themselve as it would be too hard to get back exactly
the same hue later. Also, several differant studios
in differant countries may paint the cels of an anime).
