That is usually the opening price.  Whatever the seller is willing
to accept as the lowest price.  I know when I put cels up
on e-bay, I put them up at usually half or less then half of
what I paid for them. 

Also, part of both the good and I guess evil, to some, about
E-bay is the bidder sets the price of an item and not the seller.
If a seller sets an opening price too high or with a
high reserve, they might not get a bid at all.  But a lower
opening price might guarentee atleast one bid.

I've gotten quite a few very nice cels from e-bay at alot less
then what I would have had to pay elsewhere, but then I
usually don't bid that high either.
