It seems like Sega can be rather uptight about shows it sponsors. Aside from Rayearth, there aren't many cels for shows out there they've sponsored, Eva(Sega anality AND Gainax anality!) Nadesico(they're slowing trickling out) and of course, Sakura Taisen.  
This game has been a tremendous hit for Sega, and for the better part of 1997 and 1998, Sega stayed afloat from Sakura Wars merchendising.  The series is incredibly popular, so unless you have some friends in 0-G Room, the studio that did the animation, you may be SoL.
