I aggree!  Most of the cels on eBay are junk.  
There are several reasons for the junk:

a) the seller has an excess of cels and they just want to get
   rid of them.  This is something I myself might consider, 
   but am too embarressed at the quality of my junk to do it.
b) the seller thinks they've got something great and failed to
   do the research as to the name of the series, name of the 
   character and rarity, thus thinking "it's a cel; it must be
   rare".  I really despise this type of auction and have seen 
   lots of them recently.
c) the seller that wants money fast so they flood eBay with 
   junk cels in order to raise that money. There are two types
   of this kind of seller that I'd noticed.  The first, genuinly
   is short of cash and really needs to move some stock fast. The
   second just wants money, period, thus making themselves look
   really silly by offering this kind of junk. 

There are lots of other reasons, these are the ones that just happen
to stick out.
