Well, it's current on some anime as some studio are
selling their cels with mismatched background. (That's
the case with Sailor Moon packs from TOEI).
Also sellers can't remember or check every cels they
they get. (If I had to go through the hundred episodes
of Sailor Moon, I would be ready for the psy... (yeah,
I heard you in the back! I know, I already am...)).

So I would say that if you want to be realy sure that
it's the original background, it's up to you to check.

But I think that it's a totaly differant matter when a
dealer imply/say that it's the original background and use that
argument for selling the cel at a higher price.
