Is it a multi-layer cel? If so, maybe that's really just
water moisture trapped between the layers, which can be
removed by separating the layers (ACHTUNG!) or maybe
flexing them a little to loosen the bubbles. If the layers
are stuck, try running a blowdryer (set on cool!!) between
the layers and maybe it will penetrate and evaporate the
moisture.
But if it's actually sealed under the paint against the cel-
my guess is it's there to stay, sorta like a fly trapped in
amber.
