Wish is a manga series by Nanase Ohkawa and Mick 
Nekoi with four volumes. It's a cute series -- 
sort of a retelling of Ah My Goddess!   

The cel is probably from the Wish music video. 
Clamp sold a Wish gift box in 1997 or 1998, which 
included a 2.5 minute music video, CD of songs, 
and a booklet of character designs, etc.
