Thanks for telling me about my Fushigi Yuugi cel. 
That really narrows it down quite a bit.

Now maybe if I can stop going through my Maison 
Ikkoku tapes I might be able to pull out my FY 
tapes to find the scene. I had to make copies of 
my original Maison Ikkoku tapes so I wouldn't 
wear them out. ^_^
