Looking at the sellers other items, he/she seems to deal with
mainly american cartoon/TV animation type cels.  They
would have little to no knowledge of Japan anime.

And starting price is not a reflection of the rarity of a cel.
It's only a reflection of the least amount of money the
seller is will to accept to sell the cel.

All that being said, I have no ideal what it is from and it
is probablly from an not very popular show, but sometimes
if you like the artwork it's worth it to buy it for only $15.00
or less.

Just depends on the reason why you buying the cel.
