I started collecting cels a year ago last fall.  
I am 24 now.  As for Japanese dealers, I only use one's that 
speak english AND will ship overseas.  Gamuz and that 
other one (I dare not kill the spelling of it.  ^_~) 
mostly ship to Japan with the exception to certain overseas
customers they have dealt with in the past.  
You could always try e-mailing them if you are fluent in Japanese. ^_~
